Sam Radford Calls Proposed Buffalo School Closures ‘Hard but Necessary’

Longtime community activist Sam Radford III has described the proposed restructuring of Buffalo Public Schools as “hard but necessary,” saying difficult decisions are needed to address the district’s long-standing financial and operational challenges.

Radford, who is involved with the Western New York Education Equity Task Force, said the rightsizing proposals introduced by Interim Superintendent Dr. Ebony Prophet-Bullock may initially appear drastic, but he believes the changes are overdue.

Under the proposal, Buffalo Public Schools would close eight schools and eliminate 108 full-time equivalent positions, including 73 teaching positions.

The district is facing a potential $60 million budget deficit, while the proposed changes could reduce that deficit by at least $24 million.

“There will be negative feedback, but these decisions are hard but necessary,” Radford said, emphasizing that the district cannot continue delaying difficult decisions.

Schools Proposed for Closure

  • PS 59 – Dr. Charles R. Drew Science Academy
  • PS 131 – Academy School @ 86
  • PS 366 – Research Laboratory High School
  • PS 33 – Bilingual Center
  • PS 82 – Ronald Peoples School of Scholars
  • PS 208 – Riverside Academy
  • PS 309 – East High School
  • PS 90 – Early Childhood Center

According to the proposal, the targeted schools are dealing with declining enrollment, increasing operating costs and staffing challenges.

Five of the school buildings would be repurposed, while PS 59, PS 131 and PS 366 are proposed for permanent closure.

The plan also calls for Research Laboratory High School and Leonardo da Vinci High School to relocate to the Riverside High School building, which officials say would help address building-related challenges at both schools.

Riverside students would have the option to choose which high school they want to attend.

The proposals are not yet final and remain subject to review by the Buffalo Board of Education. Board work sessions are planned, while Dr. Prophet-Bullock is expected to hold community input sessions before any final vote.

Radford said the fact that the district is taking action is significant.

“That she is doing something is important,” Radford said.
